Many have thought that this is some kind of a bug on the administrator's pane. This has nothing to do with the system cache either. Its just a module on the administrator's dashboard. You simply just need to disable publishing the module. To be able to do this, login to your administrator pane, and follow this steps:
1. Click Extensions and select Module Manager
2. Click on the Administrator tab link
3. Find Joomla! Security Newsfeed and disable.
